Social mobilisation is the process by which energy that is latent from the viewpoint of the acting unit is made available for collective action. A more mobilised unit can get more done collectively either by increasing the number of goals it realises or by increasing the intensity with which it pursues those goals it is already realising. Depending on the kinds of assets involved, mobilisation is coercive, utilitarian or normative. While the mobilisation of a unit tends to increase the power of its controlling overlayer, mobilisation itself is affected by this overlayer and is often initiated and directed by it.
