Governance now not only occupies centrestage in development discourse but is also considered as the crucial element to be incorporated in development strategy. Apart from the universal acceptance of its importance, differences, however, prevail in respect of theoretical formulations, policy prescriptions and conceptualisation of the subject itself. Moreover, conceptualisation is the basis of theoretical formulation and influences policy making in a significant way. For the present volume the term governance has been used to identify the institutions and the loci of power that exercise ‘Governance’ as legitimate authorities. Therefore, governance looks at both the formal and informal constituents or organs of the ‘State’. In the introductory chapter the editors of the volume have conceptualised the Public Governance and the importance of Decentralisation in its contextual terms and presented a mirror view of what the contributors have discussed and analysed in their scholarly articles. All the sixty contributions in the volume have been grouped in some major themes such as ethics in administration, administrative reforms, human rights, globalisation and privatisation, good governance and democratic decentralisation. Every contribution touches a particular aspect of the above-mentioned major themes which are relevant and very timely at the beginning of the 21st century. This is a very useful volume recommended for policy planners, practitioners, students of governance and development and general readers as a whole.


S.N. Mishra (b. 1942) (M.A., Ph.D.) is Professor at the Indian Institute of Public Administration, New Delhi. Before coming to Delhi (1980), Professor Mishra taught post-graduate students of Political Science at Magadh University, Bodh Gaya for 16 years. A prolific writer, devoted researcher and Professor for the last two decades, he has to his credit about two dozen books and more than two hundred research papers. His academic interest areas are Public Administration, Indian Political System and Rural Development. Anil Dutta Mishra (b. 1965) (M.A., M.Phil. Ph.D.) started his career as Assistant Professor, Department of Non-violence and Peace Studies, Jain Vishva Bharati Institute, Rajasthan. Presently he is working as Assistant Director, National Gandhi Museum, Rajghat, New Delhi. Grass-root Politics, Indian Government and Politics, Women’s Studies, Public Administration and Human Rights are the areas of his specialisation. He has to his credit twelve books and more than three dozen research papers. Sweta Mishra (b. 1971) (M.A., M.Phil., Ph.D.) a well appreciated young, energetic and committed researcher, is presently teaching at Shyama Prasad Mukherji College, University of Delhi, Delhi. She has to her credit five books and more than two dozen research papers. Her areas of specialisation are Decentralisation, Public Administration, Indian Political System and Women Empowerment.
