The increasing role of public sector for a wide variety of purposes will constitute to pose complex management problems for its alleged inefficiency and increasing cost. Having a large share in the urban labour force, the rise in the cost of public employment is one of the most vital omnipresent public issues. The meaningful question in estimating the unit cost of public employment, therefore, requires the wages (prices) to economic efficiency which determines the allocation of resources and their mobility over the space. The purpose of enquiry of this book is to focus attention on the social and economic condition of employees in central government and public sector undertakings including their income, pattern of expenditure and savings. But the focal point of the study is aimed at knowing the relation between the growth in public expenditure and the growth in public employment, its cost and structure and marginal cost of employment in terms of direct and indirect cost. In order to meet the objectives, the study had been conducted in five satellite towns of the National Capital Region including Delhi. The book is divided into seven chapters. Chapter-I: Introduction deals with hypothetical relations of public employment and paradox of zero-productivity. It also discusses the nature and scope of the study, objectives and significance of the study. Chapter 2 deals with Methodology and Research Design. Chapter 3 deals with Socio-economic Profile of Employees in Central Government and Public Undertakings. Chapter 4 deals with Employment and Cost Structure, Chapter 5 with Relation of Salary and other Cost Components to Total Expenditure: Chapter 6: Unit Cost of Employment: and finally Chapter 7: deals with Conclusions and Policy Implications.
