Since the introduction of the New Panchayati Raj system in India, a number of studies have been and are being conducted on various aspects of decentralised governance, planning and development. However, there is hardly any study conducted so far which examines the management aspects of rural development. This book is an endeavour to initiate studies on such a vital aspect of rural development. Besides reviewing the existing rural development programmes under the three development strategies (growth-oriented, target group-oriented and empowerment-oriented) and examining the decentralised planning process and practice at the grassroots level, the book identifies the hierarchy of developmental goals, motivational factors and orientation of the gram panchayat organisation. Paired Comparison Analysis has been used to examine the hierarchy of goals and Factor Analysis has been conducted to identify the indicators of effective management of rural development. Further, the McClelland theory of motivation has been applied to study the motivational needs of elected functionaries. The book not only discusses the problems of communication and coordination of the gram panchayat organisation but also investigates management problems as perceived by the elected functionaries in planning, financing, organising, directing and controlling the work of rural development.
