Growth Of Soviet Technical Intelligentsia

The development of science and technology in the Soviet Union brought about many radical changes in the socio-economic framework of the Socialist State. It not only made economic forces more and more concentric and result-oriented but also gave rise to a new stratification pattern in the structural composition of Soviet society leading to the unprecedented growth of technical intelligentsia. The study analyses and examines the Soviet policies and perceptions of scientific and technical development, the major economic and technical development, the major economic and non-economic factors that guided it and the institutional reforms introduced to enlarge its scientific and technical base of production. The emergence of Soviet technical intelligentsia recruitment patterns, its relationship with other Social classes and its representation in the party and lastly the functional role of education policy as an input in the scientific and technical development as also its role in changing the parameters of Soviet-Technical Intelligentsia have been discussed with meticulous care.
