Decentralisation in an ideological principle associated with objectives of self-reliance, democratic decision making, popular participation in Government and accountability of public officials to citizens. However, democratic decentralisation can be rightly conceived and understood in the light of the prevailing social, economic and political conditions which determine the purpose and pattern of democratic process. After analyzing the conceptual framework, the book examines in detail the process of democratic decentralisation vis-vis Panchayati Raj in India in historical perspective. The subsequent attempts towards democratic decentralisation since 1959 have critically been examined step by step in subsequent chapters. The real value of the book lies in the last chapter in which future challenges to democratic decentralisation have been examined imaginatively and providing meaningful suggestions for achieving the goals of democratic decentralisation. A useful book, it will prove helpful for administration practitioners, academics and students of grass-root democracy. 


Sweta Nishra (b.1971) obtained her B.A. (Honours) and M.A. degrees in Political Science having appered her home under merit list from the University of Delhi. Her area of specialisation is public administration and grass root democratic institutions. Apart from the present volume Miss Mishra occasionally writes for magaziness meant for competitive examinations. Currently she is engaged in her research study for M.Phil. degree leading to doctorat.
