An Effective Public Administration Occupies An Important Place In The Development Strategy Of All Arab Countries. Since Administrative Growth And Development Can Not Be Detached From Historical Background And Socio-Economic And Political Factors Of The Age, Therefore, The Present Work Deals With The History Of Administrative Development In Iraq Since Ottomans. It Is A Detailed Assessment Of The Important Landmarks In The Long History Of This Development, The Variety Of Experiences. Iraq Has, In The Field Of Government And Administration-Ranging From Ottomans, British Mandate, Independent Monarchy And Republican Iraq To Socialist Iraq Of Today. Attempt Has Been Made To Evaluate The Administrative Reforms Introduced From Time To Time During The Different Phases Of Its History And To Highlight The Factors Responsible For Their Ineffectiveness. Suggestions In The Conclusion May Serve An Guidelines For Further Improvement In The Administrative System Of Iraq In Future.

 

Dr. (Mrs.) Abida Smiuddin (born 1936), with a long experience of research and teaching, had her studies in India and abroad. A widely travelled person, she has visited a number of continental and Middle Eastern Countries. She is well versed in a number of Eurpoean and Asian languages viz., Italian, French, German, English, Arabic, Hindu, Urdu etc. While in Italy (1968-69), she wrote her dissertation entitled “Rise of Facism in Europe after the First World War”, in French. During 1979-81 she worked in Iraq on a Project, “Administrative Developmet in Iraq since Ottomans”. The present work is its thoroughly revised version. She is author of books – ‘A Critique of Panchayati Raj’and “Punjab Critique of Panchayati Raj’ and “Punjab Crisis – Challenge and Response (ed.)”, which is a comprehensive account of happening of events in Punjab, culminating in the Operations Blue Star. The second volume of this book entitled ‘Punjab Crisis- Assassination to Acord’ in near completion. her pioneer work”Participation of Muslim Women in National Movement (Urdu) is shortly to be released and a monograph ‘Role of Urdu Journalism in Freedom Struggle during the nineteeth century” is in press. She has several published papers to her credit and has been supervising Ph.D. scholars in the field of Muslim Politics and Federalism. Dr. Abida Samiuddin is also working on a comprehensive project ‘Role of Nationalist Urdu Papers in India’s Freedom Struggle-1912 to 1947”, approved and financed by the University Grants Commission.
